Well, yes it can be hooked up to an amp, but it needs a crossover to filter out all the bass and midrange. Usually you buy a “component set” that comes with the woofer/midbass, tweeter, and crossover.
The “best” is subjective. Everyone likes something different. Some people prefer metal dome tweeters, some silk, some like horn tweeters.
You need to go to an audio store, or best buy and listen to a few.
Other than that, the majority of name-brand tweeters will sound pleasing to the majority of people. This is not a good question since you will get people giving answers like “i hate alpine, but i love kicker” and someone else might say “alpine rocks, kicker sucks!”.

(ps what lance said, i totally agree, DLS is one of many ultra high end speaker companies, but they might not sell tweeters seperate– and i also agree that the crossover is the most important part. My old shool diamond components have crossovers the size of 3 CD cases stacked on top of each other! )
