when i tune fm radio on my mobile phone to 102.8 fm, i get channel V india audio. i get another regional channel also at about 87mhz.

TV channels broadcast their audio on FM frequencies. At least they did at one time. When I was building my first FM tuner to go with my first stereo system I had to adjust the turner to match the frequencies to the dial numbers. Before I did that I could tune in several local TV station’s audio.
